Fwd: Los Angeles Needs a Better Bike Plan

Dear Mayor Villaraigosa
I request significant improvements to the Los Angeles Bicycle Plan Update. The current draft falls far short of the initiative we need in order to provide Angelenos with a world-class mix of transportation options.
Los Angeles is blessed with the most favorable climate of any major city in the world. Yet the City's bicycle infrastructure is currently the world's worst, and woefully inferior when compared with bicycle lanes and paths located in New York, Chicago, San Francisco, Seattle, Portland, London, Beijing, Madrid, Paris, Rome, Amsterdam, and Copenhagen.
There is no question that bicycling is an essential mode of transportation, and encouraging and prioritizing bicycle infrastructure would directly address your recent concern to "find new, cleaner ways to travel."
  • Bicycling costs little, making it an affordable solution in difficult economic times.
  • Bicycling reduces traffic congestion.
  • Bicycling complements other modes of public transportation.
  • Bicycles do not pollute. Their use reduces air pollution.
  • Bicycling promotes public health and an active lifestyle.
  • Bicycling demonstrably helps local businesses by keeping consumer dollars close to home.
For all of these reasons, Angelenos from all neighborhoods within our diverse city are riding their bikes. Every resident of our city, bicyclist or not, has something to gain from a better Bicycle Plan.
I specifically request that the Bicycle Plan Update be revised to:
  • Increase planned total mileage for each type of bikeway facility (especially bike paths and bike lanes) in comparison to the current (1996) city bicycle master plan. In particular, the update needs to designate more bike lanes in Los Angeles' population-dense urban core, including Downtown, South LA and Hollywood.
     
  • Set implementation benchmarks for each type of bike improvement. For bike lanes, where cost is minimal, the city should implement at least 20 miles each year. For bike paths and bike-friendly streets, which are typically more dependent on external funding, the city should implement at least 5 miles each year.
Even the City of Long Beach has a bicycle plan that has set annual goals in building a robust bikeway network.
Thank you for your attention to this important matter. Please keep me informed about how the city can meet these requests.

help get the word out...

FYI regarding a Rampart Bike Theft Detail.
 
We conducted an undercover Bike theft detail on 12-15-09 and made (3) arrests.  We focused on areas, within Rampart Division, that have seen a spike in bike thefts.  The following locations resulted in arrests.

Update on Anaheim Cyclist Fatality

Earlier this week, I wrote the Anaheim Police in regards to the fatal accident involving a 9 year old cyclist and a Ford pickup. My purpose was to voice concern over the legality of the truck's size:



To quote their response:
"The vehicle involved in this tragic incident has been impounded and inspected by traffic investigators. At this time it appears that the vehicle, although raised, meets the standards set forth by California law."
This is just plain too bad. That truck is clearly unsafe, if the driver cannot see a 9 year old riding a bike in front of it. But if it is legal, it's legal. We can only hope that the driver proceeds with extra caution in that truck in the future.

As far as my other concern about no citations or charges having been filed, they didn't want to comment any further, as the investigation is still open.

Thank you to the Anaheim Police Sgt. Zigmund for a prompt response to my concerns.

Poker? I Hardly Know Her!

It's become terribly slow at the shop, and one thing is for sure when it's slow... we get into trouble. I've heard of guys breaking their arms skateboarding. I've worked at a shop with a golf driving net/mat. Beers get opened earlier and earlier...

I've seen a lot of different ways of relieving winter shop boredom. Here's one way; making tools.

Pokers are WAY useful. I use mine daily for opening the cut ends of housing and for picking thorns from tires, but they have infinite uses. A lot of times, they are just f-ed up #0 phillips screwdrivers, but there's an easy way to make your own. You'll need:
  • 5mm brake housing
  • a 14g (2.0mm) spoke
  • Plasti Dip (available at Home Depot, usually in the spray paint locker)
  • a really good cutters
  • file/bench grinder
Basically, you just cut everything to length, fit it together...



...and dip it for a vinyl handle.



...then file/grind the end to a point (and bend it if desired). I also have been heating the end to "heat treat" it.



I could write a more detailed how-to, but honestly, it changes each time I make one, and they are constantly evolving to get better and more well made, as I learn little tricks for securing it inside, or putting ends on.

LACBC, folks from Echo Park Cycles and other cyclists showed up to the meet and greet with Chief Charlie Beck on Saturday where we alerted him that physical assaults on cyclists, harassment by motorists and bicycle thefts have been increasing in LA.

Chief Beck is interested in addressing these issues seriously and has assigned Lieutenant Andre Dawson, as the bicycle liaison in his office to work with us on addressing these concerns.

LAPD will be putting together a work group to continue to work with cyclists on addressing these issues. LACBC will also continue to work with them to develop educational material that all their officers will be required to view during their roll call and training.

Here is what you can do now!
Report all assaults, thefts or acts of harassment, regardless of how minor they are. It is an initial step that we can do now, to help them track and identify where these problems are happening and to help them identify suspects.

-Call in and report incident to LAPD precinct in area of occurrence*
-If you are assaulted: give as much info as possible regarding suspect, license plate, color of car, clothing they were wearing, etc
-If your bike was stolen: give then as much info about the bike, serial #, color of bike, make/model, suspect info, etc

*If the officer refuses to take the report or says that they do not have time, that it is not a crime or any other excuse, call Lieutenant Andre Dawson at 213-792-3551and explain the situation to him.

He has assured us that he will make sure to take care of it and hold the officers accountable for what is happening in the area.
